Re: Webinars on CSBG State Plan Updates

Dear Colleagues:

We, at the Office of Community Services (OCS), Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services (HHS) would like to invite CSBG grantees to a series of web meetings to provide updates on the Community Services Block Grant (CSBG) State Plan Application (State Plan). On November 17, 2017, a Paperwork Reduction Act (PRA) notice for public comment was posted to the Federal Register in volume 82, number 221, and page 54348.

Process

The PRA allows the public to comment on proposed changes to CSBG State Plan through two open comment periods. The first comment period is scheduled to close January 16, 2018. OCS will review all comments received, and update the CSBG State Plan based on the comments received. Afterwards, a second public comment period will open for 30 days. The second comment period is anticipated for February — March 2018. OCS invites you to review the proposed revised State Plan and submit your comments as detailed in the Federal Register.

Important Dates

November 17, 2017 — January 16, 2018: Public Open Comment Period #1
February 2018 — March 2018: Public Open Comment Period #2
July 1, 2018: Anticipated date that the On-Line Data Collection (OLDC) will open for state submissions for the FY 2019 CSBG State Plan

Web Meetings

During the comment periods and leading to the submission of the Fiscal Year (FY) 2019, OCS, in coordination with the National Association for State Community Services Programs (NASCSP), will host a series of webinars. The webinars will provide CSBG grantees with important information in regards to the federal register notices, revisions to the CSBG State Plan, and other important updates, as well as training during this timeframe.

A webinar to take place after the public comment periods close, and the CSBG State Plan is finalized to discuss the final revisions.

A refresher training course on entering your data into the CSBG State Plan to include any differences from last year’s submission.

This will be repeated on an annual basis.
