CSBG ARRA Reporting Guidance
American Recovery and Reinvestment ActGrantee Reporting Requirements
Purpose:
By law, recipient reporting begins on October 10, 2009 (April 3 OMB guidance.) There are requirements that Recovery Act funding recipients must meet before that date so that they can submit reports using the FederalReporting.gov website.
All prime recipients, sub-recipients and vendors need Data Universal Numbering System (DUNS) identification numbers, and contractors also must have Central Contractor Registration (CCR) numbers under Federal Acquisition Regulation (FAR) in order to register for the quarterly reporting system. It may take several weeks to get DUNS and CCR numbers, so recipients should begin the process immediately to get their DUNS and CCR numbers.
Early registration for the ARRA system is extremely important considering that there will be thousands of recipients attempting to file quarterly reports to a new system.
Obtaining DUNS and CCR Numbers:
- To register with Dun and Bradstreet for DUNS, go to http://fedgov.dnb.com/webform.
- A contractor must first have a DUNS number before registering for a CCR number. For information on CCR, go to System of Award Management (SAM) website.
- To register with CCR and get a CCR number, go to System of Award Management (SAM) website.

- ARRA registration for quarterly reporting opens August 27, 2009 at FedCenter.gov.
