Dear Colleagues,
The U.S. Department of Health and Human Services’ (HHS), Administration for Children and Families’ (ACF), Office of Community Services’ (OCS), Division of Energy Assistance (DEA), is pleased to announce the release of nearly $3.37 billion of Federal Fiscal Year (FY) 2022 regular block grant funding to Low Income Home Energy Assistance Program (LIHEAP) recipients. This funding is provided under the Extending Government Funding and Delivering Emergency Assistance Act (Public Law 117-43), which the President signed into law on September 30, 2021. The temporary funding legislation provides funding for LIHEAP until December 3, 2021. This release reflects 90 percent of the total amount of funds available under the legislation to recipients at the beginning of the program year.
Please find attached a table detailing the allocations to all state recipients and territory recipients (PDF). Also attached is a table detailing the allocations to tribal government and organization recipients under this release (PDF). Recipients with completed FY 2022 LIHEAP plans, or extended FY 2021 Plans, will be sent award letters with their individual funding amounts. Each grantee that submitted a complete LIHEAP Plan to cover FY 2022 received 90 percent of the funding available in this release, after accounting for the annual updates to the LIHEAP allocation formula data used to calculate the block grant allocation amounts.

In light of ongoing natural disasters, the significant increase in home energy prices, and winter weather commencing in some parts of the country, we would like to remind you of the flexibilities you have to revise your FY 2022 LIHEAP Plans as needed throughout this year to reflect significant changes to your policies to meet changing needs. We would also like to remind you of the resources on disaster planning and response that are available on the LIHEAP such as the disaster Q&As, Dear Colleague Letter 2021-03 about winter storms, and Dear Colleague Letter 2021-09 about hurricanes.
