Re: LIHEAP Contracts Update

Dear Colleagues:

The Office of Community Services (OCS), Division of Energy Assistance (DEA), awarded several contracts in September, 2014 to support our office in continuing monitoring, training and technical assistance, and data collection activities throughout FY 2015.  Here is a summary of the contracts and the organizations that received each contract:

LIHEAP Clearinghouse

National Center for Appropriate Technology (NCAT)

Runs the LIHEAP Clearinghouse web site and the NEAR Hotline; disseminates a newsletter; convenes focus groups; develops interactive online training tools [note: this contract received a six month extension]


Conference Logistics

Capital Consulting

Coordinate the reservation of a meeting facility; A/V needs; conference outreach and registration; on-site conference logistics; conference hand-outs; and recording of conference sessions at the national grantee training conference.


Grantee Training


Develops substantive content for four webinars and one national grantee training conference; provides support to OCS through on-site technical assistance meetings with grantees implementing corrective action in response to monitoring findings; coordinates a peer-to-peer assistance exchange.



Grant Thornton

Provides fiscal support to OCS in its compliance review site visits.


Technical Support

APPRISE Incorporated

Provides statistical analysis and support in development of the annual Report to Congress and the Home Energy Notebook; provides T&TA to grantees on data required for these publications; and provides other data inputs and analysis as needed.


Web-Based Data Collection

APPRISE Incorporated

Provides technical assistance to state grantees on performance measurement; works in consultation with the Performance Measures Implementation Work Group (PMIWG); manages the Performance Data Warehouse web portal.


As you can see from the table, all of the activities we launched over the past year or so will continue into FY 2015 and continue to be enhanced.  There has been a change in the contractor supporting our activities for monitoring and T&TA activities. We will send follow-up communication to all grantees over the coming weeks as we work with these new partners to continue those efforts.
