LIHEAP DCL Webinar on Block Grant Funds FY 2012

Dear Colleagues:

The U.S. Department of Health and Human Services (HHS) is releasing a total of more than $863 million available to all grantees (states, tribes and territories), which represents the final allocation of regular LIHEAP block grant funds for FY 2012.  The funding is made available under the Consolidated Appropriations Act, 2012 (Public Law 112-74, also referred to as the FY 2012 Omnibus Bill).

These funds bring the total amount of funding under the regular block grant to approximately $3.471 billion for FY 2012, of which $2.578 billion had previously been released in the first quarter under the prior continuing resolutions.

States that had originally requested funding in the third and/or fourth quarters will receive a second award letter simultaneously with this release, which represents the funding for those upcoming quarters.  Therefore, ALL of the remaining regular block grant funding for this fiscal year is now released to all grantees for access/drawdown through the HHS Payment Management System.

In advance of the official grants package, which is sent to grantees by mail by the ACF Grants office, the Division of Energy Assistance staff will scan or fax the grant award letters to LIHEAP coordinators this week.

Formula Applied to Final Allocation
The total LIHEAP appropriation of $3.471 billion is available for FY 2012 regular LIHEAP block grant funding.  This reflects a 0.189 rescission to the entire LIHEAP appropriation.  It also accounts for setting aside training and technical assistance (T&TA) funding for HHS, and funding for Leveraging and REACH grants which will be released later.  Public Law 112-74 required that of the $3.471 billion appropriated for LIHEAP, $497 million is to be allocated under the “new formula” and $2.974 billion allocated under the “old formula”.

Attached are the state allocations showing gross and net allotments for all of FY 2012, what amounts were issued to states in the first quarter, and the final amount of funds being released now.  The first page includes the allocations to territories; the second page shows the allocations to tribes.
