On October 1, 2013, ACF directed its program offices, including the Office of Community Services (OCS), to require all mandatory grantees to submit applications electronically. For more information, see 78 FR 60285-60286, October 1, 2013 . To meet this responsibility, the OCS requires grantees to submit their Community Services Block Grant (CSBG) application and plan via The Grants Center of Excellence Online Data Collection System (OLDC) .
