Dear Colleague,

The fiscal year 2025 (FY25) Community Services Block Grant (CSBG) State Plan development period is underway and the Office of Community Services (OCS), Division of Community Assistance is reminding CSBG state and territory grant recipients’ that plans are due by September 1, 2024. According to Section 676(b) of the CSBG Act, CSBG grant recipients must prepare and submit an application and plan to receive CSBG funding. OCS’ goals for the FY25 CSBG State Plan include timely submission by CSBG grant recipients and timely feedback, follow-up, and acceptance by the CSBG team.

States and territories play an important role in ensuring that CSBG eligible entities receive funding to support individuals and families with low incomes to receive meaningful and impactful services. OCS is aware that this time of year becomes extremely busy with year-end closeout activities, conferences, and maintaining effective administrative oversight. OCS encourages you to prioritize your CSBG State Plan submission by: 

  • Scheduling time intentionally to finalize the development of your CSBG State Plan, strategically collaborate within your network to obtain feedback, conduct hearings, and enter the plan into the On-Line Data Collection (OLDC) as required and outlined in ACF-OCS-CSBG-AT-24-04 State Plan Application FY2025.
  • Communicating openly with your federal Program Specialist via email, monthly check-ins, quarterly regional calls, and other opportunities, including the CSBG State Plan Office Hours on August 6 and August 7 , 2024, 2:00—3:30 p.m., to share information, provide feedback and updates, and seek input and support as needed. Additional information about CSBG State Plan Office Hours is forthcoming.
  • Reviewing and utilizing the CSBG State Plan Toolkit which includes communications, forms and guidelines, webinars, and demos to aid CSBG grant recipients in the creation and submission of the CSBG State Plan.
  • Submitting a complete CSBG State Plan via OLDC as soon as possible but not later than September 1.
