Dear Colleagues,

We are excited to announce the third cohort of Diaper Distribution Demonstration and Research Pilot grant recipients during National Diaper Need Awareness Week. This program, also known as the Diaper Distribution Pilot, is administered by OCS’ Division of Community Discretionary and Demonstration Programs and funds the expansion of existing diaper distribution services through a robust network of community partners that provide anti- poverty services.

This third cohort of the first-ever federal diaper distribution pilot is critically important to the families and communities served by OCS programs. Diapers alone can cost 8% of a person’s total income if they are making the federal minimum wage, and caregivers who do not have enough diapers often cannot leave their children at child care to attend work and school. In addition to providing diapers, grant recipients and their partners connect families to economic mobility and family support services such as job training, educational support, housing services, and more.

OCS understands that the Diaper Distribution Pilot is about more than just diapers — it is about lifting a real and tangible barrier to health and well-being for families with low incomes, and about connecting those families with other programs that address the causes and conditions of poverty and help them take steps toward self-sufficiency.

Diaper Distribution Pilot grants were made available through a competitive process to Community Services Block Grant (CSBG) state associations, tribes that were funded directly by CSBG in FY23, and CSBG-funded territories.
