Dear Colleagues,

This message aims to update the Social Services Block Grant (SSBG) and Consolidated Block Grant/SSBG grant recipients on the Federal Fiscal Year (FFY) 2023 budget and allocations.

The SSBG 4th quarter funds were released on July 3, 2023, to all SSBG states and territory grant recipients to provide funding for the period from April 1, 2023, through June 30, 2023. For planning purposes, an SSBG allocation chart is attached, including the Consolidated Block Grant for territories. Expenditures are available as identified by the state or territory’s plan under Title XX of the Social Security Act.

In the coming days, state and territory program contacts will receive a courtesy copy of the Notice of Award (NOA) from your respective analyst. NOAs are disseminated by the Office of Grants Management (OGM) to the program authorizing official, and the listed program contact on the application for federal assistance, the standard form (SF)-424M. The SSBG program office sends courtesy copies in response to additional contacts identified in prior years to require the NOA for operations.  Should you have questions, please reach out to the responsible program analyst covering your region. You may also send correspondence to SSBG@acf.hhs.gov.

We appreciate your hard work and dedication to the social services and activities supported by these resources. Thank you for your continued partnership and cooperation with the Department of Health and Human Services (HHS) and the Administration for Children and Families (ACF) as we work together to continue providing quality service to vulnerable individuals, children, and families.

Thank you for your attention to these matters. OCS looks forward to continuing to provide high-quality services to OCS partners.
