    In October 2012, Hurricane Sandy made landfall on the mid-Atlantic eastern coast of the United States causing an estimated $65 billion in damages. This report presents background information on SSBG Hurricane Sandy disaster relief funding, describes the regulations and authority by which the funds were appropriated and were required to be administered, and describes the reporting requirements for state grantees. This report also reviews the services provided with SSBG Hurricane Sandy funds, describes the improper payments monitoring activities conducted by ACF, and concludes with a summary of the challenges faced and lessons learned throughout the administration of the SSBG Hurricane Sandy funds.

    The SSBG program is authorized under Title XX of the Social Security Act, as amended, and is codified at 42 USC 1397 through 1397e. The implementing regulations for this and other block grant programs authorized by Omnibus Budget Reconciliation Act of 1981 are published at 45 CFR Part 96. Those regulations include both specific requirements and general administrative requirements in lieu of 45 CFR Part 75 (the HHS implementation of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) for the covered block grant programs. Requirements specific to SSBG are found in 45 CFR Sections 96.70 through 96.74.

    This focus report will examine states’ use of allowable transfers of funds from the Temporary Assistance for Needy Families (TANF) block grant to their Social Services Block Grant (SSBG) programs. The TANF block grant law provides that states may transfer up to 10 percent of their TANF grant to the SSBG.1 Funds transferred from TANF to SSBG are to be used only for programs or services to children or their families whose income is less than 200 percent of the income poverty guideline applicable to a family of the size involved (as defined and revised annually by the Office of Management and Budget).
