This guidance provides updates on two topics related to the Community Services Block Grant (CSBG):

  1. First quarter funding, and
  2. The extended authority for States to revise the income limit from 125 to 200 percent FPL.

The purpose of this Dear Colleague Letter (DCL) is to provide you with an update on apportionment of Community Services Block Grant (CSBG) funding for Fiscal Year (FY) 2021. These awards represent the full allocation of funding for FY 2021, including the return of the 1% which was held at the Secretary’s discretion.

The purpose of this Dear Colleague Letter (DCL) is to inform States that the Office of Community Services (OCS) has identified a solution to extend the CARES obligation deadline for administrative and discretionary funds from September 30, 2021 to September 30, 2022.

The purpose of this letter is to remind Community Services Block Grant (CSBG) state, territory and tribal lead agencies and eligible entities of flexibilities and resources available to support response efforts related to Hurricane Ida.

The purpose of this message is to provide the Community Services Block Grant (CSBG) Network an update on the status of the Fiscal Year (FY) 2020 CSBG Annual Reports. As of August 25, 2021, 34 percent of states have submitted all three CSBG Annual Reports. We thank you for your efforts to submit the reports by the due date.

We are pleased to provide the registration links for the Office of Community Services’ (OCS) 2021 World Water Week events. As indicated in the World Water Week Save-the-Date announcement that went out on August 11, 2021, OCS will host Building Resilience Faster: Partnering to Increase Availability, Affordability, and Access to Quality Water and Wastewater Services, a series of events in observance of World Water Week 2021, August 23 - 27, 2021.

This guidance serves as a reminder regarding the timeframes of available flexibilities issued by the Office of Management and Budget (OMB) and the Administration for Children and Families in response to the pandemic.
 

The purpose of this message is to encourage CSBG grantees to review and consider opportunities to support small household plumbing repairs and to coordinate a range of other services and supports for households receiving assistance through the emergency Low Income Household Water Assistance Program (LIHWAP) grants administered by the Office of Community Services (OCS). Grantees are also encouraged to consider opportunities to coordinate intake services and, when possible, to link LIHWAP assistance to other household assistance provided by CSBG eligible entities.

The CSBG State Plan is currently under review for clearance with OMB as described in CSBG-DCL-2021-19 CSBG State Plan: 30 Day Comment Period. During the 30-day comment period, OCS received additional comments. Due to this, OCS decided to continue using the current version of the CSBG State Plan. We apologize for any inconvenience that this may cause; however, OCS is committed to thoroughly reviewing and responding to the comments we received.  

The Office of Community Services is requesting feedback from the Community Services Block Grant (CSBG) Network on the proposed revisions to the CSBG State Plan Application (State Plan), CSBG Eligible Entity List (formerly the CSBG Eligible Entity Master List), and the American Customer Satisfaction Index (ACSI) Survey for CSBG Eligible Entities.
