The Office of Community Services (OCS) is committed to ensuring the Community Services Block Grant (CSBG) Network can address the critical needs of people and communities with low incomes, as consistent with the purpose and allowable uses of CSBG. The purpose of this DCL is to remind CSBG state, territory and tribal lead agencies and eligible entities of flexibilities and resources available to support hurricane preparedness and response. The National Oceanic and Atmospheric Administration (NOAA) predicts another above-average Atlantic hurricane season (which is inclusive of the Atlantic Ocean, the Gulf of Mexico, and the Caribbean Sea)

Each year, the Division of Community Assistance (DCA), within the Office of Community Services (OCS) conducts standard Community Services Block Grant (CSBG) State Assessment reviews as required under Section 678B(c) of the CSBG Act. In December 2020, DCA piloted virtual State Assessments in two states. Given the lessons learned from the virtual State Assessments and the ongoing public health crisis caused by the Coronavirus, this year, all CSBG State Assessments will be conducted virtually. Below is the FY 2021 schedule, which includes the two states monitored during the pilot. The State Assessment Schedule is published for federal and state planning purposes.

The purpose of this communication is to provide you with the apportionment of Community Services Block Grant (CSBG) funding for Fiscal Year (FY) 2021. These awards represent the full allocation of available funding for FY 2021. Please note that the CSBG allocation amounts currently reflect a 1% reduction due to the Secretary’s authority to transfer funding to HHS’s discretionary accounts.

This message provides a brief explanation of the minimum and maximum allotment provisions outlined in the Community Services Block Grant Act (CSBG Act) and the current status of both minimum and maximum allotments as applied to the CSBG Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding.

The purpose of this letter is to give you an update on the new State and Federal accountability measures for the Community Services Block Grant (CSBG) Network.  These proposed measures are intended to ensure that both State and Federal administrators of CSBG are accountable to high standards of performance management.   It is our expectation that these State and Federal accountability measures will be implemented alongside the new organizational standards for Community Action Agencies.  In addition, as new Results Oriented Management and Accountability (ROMA) next generation tools and protocols are completed in the next several months, the new State and Federal accountability measures we are proposing will help assure accountability and high quality at all levels.

The purpose of this message to provide information to Community Services Block Grant (CSBG) state, territory and tribal grantees on findings from the 2020 American Customer Satisfaction Index (ACSI) survey of CSBG Grantees implemented on Tuesday, January 7, 2020, through Monday, January 27, 2020.
