Draft recommendations for Federal performance measures were developed by the Urban Institute and the DSA after several meetings with the CSBG Performance Management Task Force, and feedback from the field.  The draft recommended performance measures reflect the primary responsibilities of DSA and include approximately 15 measures.  Eight of the performance measures have been identified as “critical key measures” and, therefore, to be implemented first.

 

OCS requests further input from the States to refine and identify priority measures for the States.  We request that the States provide feedback about what State measures should be designated as “critical key measures” to be implemented in the short-term.  Feedback should be provided to the Urban Institute at CSBG-Feedback@Urban.org.

On Friday, May 22, the second notice for public comment on the revised CSBG Model State Plan was published in the Federal Register, volume 80, number 99, page 29716 (https://www.federalregister.gov/articles/2015/05/22/2015-12392/submission-for-omb-review-comment-request ).  

This message provides additional detail on the Fiscal Year (FY) 2020 Community Services Block Grant (CSBG) Annual Report requirements. This includes a discussion of reporting related to regularly appropriated CSBG (referred to as regular CSBG) as well as the supplemental CSBG grants awarded as a result of the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 (referred to as CSBG CARES) and the Additional Supplemental Appropriations for Disaster Relief Act of 2019 (referred to as Disaster Supplemental).

The purpose of this message is to encourage Community Service Block Grant (CSBG) recipients to consider the information, resources, and promising practices identified for coordination between the Low Income Home Energy Assistance Program (LIHEAP) and the Emergency Rental Assistance program (ERA).

This guidance provides updates on two topics related to the Community Services Block Grant (CSBG):

  1. First quarter funding, and
  2. The extended authority for States to revise the income limit from 125 to 200 percent FPL.

The purpose of this Dear Colleague Letter (DCL) is to inform States that the Office of Community Services (OCS) has identified a solution to extend the CARES obligation deadline for administrative and discretionary funds from September 30, 2021 to September 30, 2022.
