To inform states and U.S. territories of the Community Services Block Grant (CSBG) application requirements for Federal Fiscal Year (FFY) 2021. To qualify for FFY2021 CSBG funding, states and territories must submit their state plan applications to the Office of Community Service (OCS) by December 1, 2020 using the approved online CSBG State Plan format. States and territories shall submit their information electronically through the Administration for Children and Families (ACF) On-Line Data Collection system (OLDC).

To provide states, territories, and tribes guidance regarding application deadlines for the Community Services Block Grant (CSBG) Coronavirus Aid, Relief, and Economic Security (CARES) Act and Fiscal Year (FY) 2021 CSBG Plans during the COVID-19 Public Health Emergency.

Over the next few weeks, the Office of Community Services (OCS) will release several communications in order to guide and prepare the CSBG state lead agencies and the CSBG Network as a whole.

To notify states of the Community Services Block Grant (CSBG) Annual Report submission for Fiscal Year (FY) 2019 including the extended deadline. States must submit the CSBG Annual Report by July 17, 2020 using the approved online CSBG format through the Administration for Children and Families’ (ACF) On-Line Data Collection (OLDC) system.

The purpose of this letter is to give you an update on the new State and Federal accountability measures for the Community Services Block Grant (CSBG) Network.  These proposed measures are intended to ensure that both State and Federal administrators of CSBG are accountable to high standards of performance management.   It is our expectation that these State and Federal accountability measures will be implemented alongside the new organizational standards for Community Action Agencies.  In addition, as new Results Oriented Management and Accountability (ROMA) next generation tools and protocols are completed in the next several months, the new State and Federal accountability measures we are proposing will help assure accountability and high quality at all levels.
