In an effort to better understand the homeless population, the U.S. Department of Housing and Urban Development (HUD) requires its Continuums of Care (CoCs) across the country to count their inventory of homeless beds and units (i.e., the Housing Inventory Count or HIC) and sheltered homeless persons each year.  A CoC is a regional or local planning body that coordinates housing and services funding for homeless families and individuals.  HUD requires CoCs to count unsheltered homeless persons every other year (also referred to as, Point-in-Time — PIT).  In 2016, most CoCs in local communities across the country will be conducting a Point-in-Time count of unsheltered persons.

Administration for Children and Families’ (ACF) programs can play a vital role in furthering Affordable Care Act (ACA) outreach and enrollment, as ACF reaches many of the populations most in need of coverage.  The Affordable Care Act (ACA) open enrollment period takes place November 15, 2014 — February 15, 2015.  We appreciate all that you accomplished in year one to reach out to CSBG/LIHEAP constituents; however, more work remains.

As we approach year two, we know that millions of Americans remain uninsured.  A recent Kaiser poll found that 89% of the uninsured did not know of the upcoming open enrollment period.  Many of these uninsured are served by CSBG/LIHEAP and it is critical that we work strategically to reach these constituencies and provide them with the tools they need to obtain affordable health care coverage.

Since the new automated Community Service Block Grant (CSBG) State Plan form went live on August 5, the Office of Community Services (OCS) has received a number of questions regarding system access, data entry, and plan submission.

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Community Assistance (DCA) announces the release of more than $160 million of Fiscal Year (FY) 2024 regular block grant funding to Community Service Block Grant (CSBG) grant recipients. This funding is provided under the Public Law 118-22, Further Continuing Appropriations Act and Other Extensions Act, 2024 (Continuing Resolution [CR]), which the President signed into law on November 16, 2023.

The CSBG State Plan is currently under review for clearance with OMB as described in CSBG-DCL-2021-19 CSBG State Plan: 30 Day Comment Period. During the 30-day comment period, OCS received additional comments. Due to this, OCS decided to continue using the current version of the CSBG State Plan.
