The purpose of this Dear Colleague Letter is to provide you with an update on apportionment of Community Services Block Grant (CSBG) funding for Fiscal Year (FY) 2022. These awards represent the full allocation of funding for FY 2022.
The purpose of this message is to provide preliminary information on the Office of Community Services’ (OCS) implementation plan for the new Community Services Block Grant (CSBG) Disaster Supplemental Grants with funds from the Consolidated Appropriations Act, 2023 (PDF) (Public Law No: 117-328), signed into law on December 29, 2022.
The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Community Assistance (DCA) announces the release of over $190 million of Federal Fiscal Year (FFY) 2023 regular block grant funding to Community Service Block Grant (CSBG) grant recipients. This funding is provided under Public Law 117-328, Consolidated Appropriations Act, 2023, which the President signed into law on December 29, 2022. This release reflects an allocation of CSBG funds for the second quarter.
As the Deputy Assistant Secretary for Human Services Policy (HSP) in the Office of the Assistant Secretary for Planning and Evaluation (ASPE) in the U.S. Department of Health and Human Services (HHS), I am honored to amplify the essential role the Community Action Network, with the support of the Community Services Block Grant (CSBG), plays in increasing housing stability across the United States.
Community Action creates pathways to prosperity by advancing equity, promoting economic stability, and mobilizing resources that support community-driven solutions for the purpose of addressing the causes and consequences of poverty. The Office of Community Services’ (OCS) Division of Community Assistance (DCA) is excited to celebrate Community Action Month, as a time to acknowledge and amplify the work the Community Action Network (the Network) does to “embody the spirit of hope, improve communities, and make America a better place to live.”
This guidance serves as a reminder regarding the timeframes of available flexibilities issued by the Office of Management and Budget (OMB) and the Administration for Children and Families in response to the pandemic.
The Office of Community Services (OCS), Community Services Block Grant (CSBG) is informing CSBG State Administrators regarding a temporary adjustment of CSBG Program Specialist regional assignments. The temporary assignments will be through the end of Fiscal Year (FY) September 30, 2021. In addition, OCS wants to remind State Administrators of the CSBG Quarterly Calls schedule during July 2021.
