The attached Information Memorandum describes how direct CSBG funding is developed for new Tribes.  Newly funded State or Federally-recognized Tribes will need to provide population numbers for CSBG funding purposes.  States and Tribes are encouraged to agree on the population numbers since the Tribe’s allocation will come directly out of the State’s CSBG award.  Information Memorandum #130 discusses the process, expectations, requirements and purpose of encouraging negotiations between States and Tribes or Tribal Organizations on population figures.

This Information Memorandum addresses recurring questions from States, tribes, territories, and local eligible entities regarding outreach and referral for Affordable Care Act (ACA) services and benefits using Community Services Block Grant (CSBG) funding.  CSBG grantees and local eligible entities can play a vital role in furthering ACA outreach and enrollment, as CSBG reaches many of the populations most in need of health care coverage. 

To provide information to states, territories, and tribes regarding the distribution of the Community Services Block Grant (CSBG) Disaster Relief Supplemental Funds and provide guidance on eligibility, distribution, allowable activities, reporting requirements, construction waivers, obligating and expending funds, and grantee monitoring.
