Thank you for your continued engagement and partnership with us to address and mitigate the spread of COVID-19. We highly value our strong ongoing partnership, and hope to continue to be a resource to you as you implement community mitigation techniques. As you might imagine, a number of HHS divisions are releasing COVID-19-related information on funding and guidance. We thought it would be helpful to batch up information on key issues to keep you up-to-date.

On Friday, May 22, the second notice for public comment on the revised CSBG Model State Plan was published in the Federal Register, volume 80, number 99, page 29716 (https://www.federalregister.gov/articles/2015/05/22/2015-12392/submission-for-omb-review-comment-request ).  

The purpose of this letter is to give you an update on the new State and Federal accountability measures for the Community Services Block Grant (CSBG) Network.  These proposed measures are intended to ensure that both State and Federal administrators of CSBG are accountable to high standards of performance management.   It is our expectation that these State and Federal accountability measures will be implemented alongside the new organizational standards for Community Action Agencies.  In addition, as new Results Oriented Management and Accountability (ROMA) next generation tools and protocols are completed in the next several months, the new State and Federal accountability measures we are proposing will help assure accountability and high quality at all levels.

The attached Information Memorandum informs Indian Tribes and Tribal Organizations of the CSBG application requirements for FY2014 and provides a framework for the suggested format and “Outline for Model Tribe and Tribal Organization CSBG Application”.
