The Fiscal Year (FY) 2011 CSBG Report to Congress, which includes the CSBG Program Performance Measurement Report, is mandated at Sections 678E(b)(2) and 678B(c) of the CSBG Act.  Both reports are required to be submitted together to the Senate Committee on Health, Education, Labor and Pensions and the House Committee on Education and the Workforce by Section 678B(c) of the CSBG Act.

Executive Summary

The Community Services Block Grant (CSBG) program is authorized at Section 674 of the Community Services Block Grant Act of 1981 (CSBG Act), as amended by the Community Opportunities, Accountability, and Training and Educational Services Act of 1998 (Public Law 105-285). It is administered by the Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS).

Summary of the Planned Use of Funds by States and Eligible Entities

In FY 2006, States planned to use CSBG funds to provide resources for direct services or assistance to individuals and families participating in eligible entities’ programs.  In most instances, the largest categories of CSBG expenditures were emergency services and linkages programs.  Uses of CSBG funds are reflected in the data tables contained in this report (Tables 1-3).

This report is submitted to the Committee on Education and the Workforce of the House of Representatives, and the Committee on Health, Education, Labor and Pensions of the Senate, in accordance with provisions of Public Law 105-285, the Coats Human Services Reauthorization Act of 1998.

The report complies with sections of the Act that require the Secretary to prepare each fiscal year a report on performance and a report on compliance with the goals of the Community Services Block Grant program (CSBG), and to submit those reports together to the committees.  This report provides the information requested for fiscal year 2004.

Introduction
The Community Services Block Grant (CSBG) program provides assistance to States and local communities through a network of CSBG eligible entities, the majority of which are Community Action Agencies (CAAs) and other neighborhood-based organizations.  CSBG-funded programs focus on reducing poverty, revitalizing low-income communities, and empowering low-income families and individuals to become fully self-sufficient.  State and local programs funded by CSBG create, coordinate, and deliver a broad array of programs and services to low-income Americans.
