The Affordable Care Act (ACA) has been called the most significant social justice legislation since the 1964 Civil Rights Act.  Over 16 million people have gained health insurance since the law’s passage.  That’s the largest change in the uninsured population in four decades—since Medicaid and Medicare were created.  And, while the benefits of the ACA are being experienced broadly across the country, we’re encouraged that historically underprivileged populations have benefited from the ACA.  But, there’s much remaining to be done in outreach to underserved groups, particularly for American Indian and Alaska Native (AIAN) people.  

This Information Memorandum addresses recurring questions from States, tribes, territories, and local eligible entities regarding outreach and referral for Affordable Care Act (ACA) services and benefits using Community Services Block Grant (CSBG) funding.  CSBG grantees and local eligible entities can play a vital role in furthering ACA outreach and enrollment, as CSBG reaches many of the populations most in need of health care coverage. 

As the Office of Community Services (OCS) continues efforts to improve performance across the Community Services Block Grant (CSBG) Network, we have launched the American Customer Survey Index (ACSI) survey seeking feedback the from CSBG eligible entities.  This survey provides eligible entities with an opportunity to offer constructive feedback to OCS and their respective State Lead CSBG Agency.

The purpose of this message is to provide you with an update on allocations of Community Services Block Grant (CSBG) funding during the first quarter of Fiscal Year (FY) 2016 and to provide an update on the Model State Plan Review process.

On Friday, May 22, the second notice for public comment on the revised CSBG Model State Plan was published in the Federal Register, volume 80, number 99, page 29716 (https://www.federalregister.gov/articles/2015/05/22/2015-12392/submission-for-omb-review-comment-request ).  

This message provides additional detail on the Fiscal Year (FY) 2020 Community Services Block Grant (CSBG) Annual Report requirements. This includes a discussion of reporting related to regularly appropriated CSBG (referred to as regular CSBG) as well as the supplemental CSBG grants awarded as a result of the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 (referred to as CSBG CARES) and the Additional Supplemental Appropriations for Disaster Relief Act of 2019 (referred to as Disaster Supplemental). 

The Office of Community Services (OCS) is pleased to announce that the Annual Report, Module 1 is now available through the Online Data Collection (OLDC). Module 1 will be due on March 31, 2018. Additional Modules of the Annual Report will be available beginning in 2019. Until that time, states should continue to complete the IS Survey, also due on March 31, 2018.
