The Office of Community Services (OCS), Community Services Block Grant (CSBG) is informing CSBG State Administrators regarding a temporary adjustment of CSBG Program Specialist regional assignments. The temporary assignments will be through the end of Fiscal Year (FY) September 30, 2021. In addition, OCS wants to remind State Administrators of the CSBG Quarterly Calls schedule during July 2021.

This message describes new developments for CSBG in the upcoming Fiscal Year (FY 2013), the organizational partners selected for a national partnership focused on organizational standards and performance management, some major expected milestones for the development of standards in the upcoming year, and answers to some anticipated questions.
Over the last several years, OCS and the CSBG Network — comprised of CSBG eligible entities, state CSBG Lead Agencies, state Community Action Associations, national partners, and others — have collaborated to create a new Performance Management Framework for CSBG.
The attached Information Memorandum informs States and U.S. Territories of the CSBG application requirements for FY 2014. CSBG applications shall be submitted to the Office of Community Services (OCS) by September 1, 2013 if an application which covered two fiscal years was not submitted in the prior year.
The Government Fiscal Year (FY) 2013 ends on September 30, 2013 and an Appropriation Act for FY2014 has not yet been passed. In the event a continuing resolution or a FY2014 budget is not passed and a lapse of funding occurs, I want to provide you with information related to our grant administration processes.
The purpose of this message is to provide you with an update on allocations of Community Services Block Grant (CSBG) funds during the first quarter of Fiscal Year (FY) 2014. Based on the Continuing Resolution (CR) passed by Congress and signed by the President on October 17, 2013, CSBG funds will be allocated through January 15, 2014 based on the previous year's CSBG State allocations. CSBG allocations under the CR are based on the total CSBG funding in the prior year at the enacted budget level after sequestration. A chart outlining the amounts allocated to all States, Territories, and Tribes through January 15, 2014 is attached. Final FY 2014 award amounts will be determined after passage of a full year appropriation.
