This Information Memorandum highlights how Community Services Block Grant (CSBG) grantees and local eligible entities (commonly referred to as Community Action Agencies or “CAAs”) can play a vital role in strengthening and advancing COVID-19 vaccination efforts and increasing community awareness, as CAAs serve as trusted entities in communities and reach 99% of U.S. counties.

CSBG Flexibilities in the Wake of Recent Storms and Power Outages

The purpose of this letter is to remind CSBG state lead agencies and eligible entities of flexibilities and resources available to support individuals and families impacted by the winter storms. State CSBG lead agencies and eligible entities can facilitate recovery efforts from major disasters, including supporting the recovery from physical damage and administering services to people who have experienced displacement or loss as a result of recent storms and power outages. The Office of Community Services (OCS), within the Administration for Children and Families (ACF), is committed to ongoing partnership with state CSBG lead agencies, eligible entities, and other agencies involved in major disaster recovery efforts that seek to address the critical needs of people with low incomes, as consistent with the purpose and allowable uses of CSBG funding.

Thank you for your continued engagement and partnership with us to address and mitigate the spread of COVID-19. We highly value our strong ongoing partnership, and hope to continue to be a resource to you as you implement community mitigation techniques. As you might imagine, a number of HHS divisions are releasing COVID-19-related information on funding and guidance. We thought it would be helpful to batch up information on key issues to keep you up-to-date.

To the extent permitted by law, and in accordance with 45 CFR §75.102(a), this memorandum provides short-term relief for administrative, financial management, and audit requirements under 45 CFR Part 75 (the HHS implementation of 2 CFR Part 200 ), Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards, without compromising Federal financial assistance accountability requirements.

The purpose of this Dear Colleague Letter (DCL) is to inform States that the Office of Community Services (OCS) has identified a solution to extend the CARES obligation deadline for administrative and discretionary funds from September 30, 2021 to September 30, 2022.

The purpose of this letter is to provide an update for the Community Services Block Grant (CSBG) Annual Reports, including the CSBG Coronavirus Aid, Relief, and Economic Security (CARES) Supplemental Annual Report and the CSBG Disaster Supplemental Annual Report.

The Office of Community Services (OCS) is committed to ensuring the Community Services Block Grant (CSBG) Network can address the critical needs of people and communities with low incomes, as consistent with the purpose and allowable uses of CSBG. The National Oceanic and Atmospheric Administration (NOAA) predicts another above-average Atlantic hurricane season (which is inclusive of the Atlantic Ocean, the Gulf of Mexico, and the Caribbean Sea)
