This IM expands the definition of communities served by RCD grants.

This guidance provides updates on two topics related to the Community Services Block Grant (CSBG):

  1. First quarter funding, and
  2. The extended authority for States to revise the income limit from 125 to 200 percent FPL.

The Office of Community Services (OCS), Community Services Block Grant (CSBG) is informingCSBG State Administrators of the FY2022 Regional Quarterly Call schedule. Quarterly Calls for Quarter One (1) will be held regionally October 12 — 27, 2021. Invitations and the Regional Quarterly Call agendas will be sent to CSBG State Offices by your assigned Program Specialist no later than October 7, 2021

The purpose of this Dear Colleague Letter (DCL) is to provide you with an update on apportionment of Community Services Block Grant (CSBG) funding for Fiscal Year (FY) 2021. These awards represent the full allocation of funding for FY 2021, including the return of the 1% which was held at the Secretary’s discretion.

The purpose of this Dear Colleague Letter (DCL) is to inform States that the Office of Community Services (OCS) has identified a solution to extend the CARES obligation deadline for administrative and discretionary funds from September 30, 2021 to September 30, 2022.

Since the release of CSBG-DCL-2021-28, several CSBG grantees have contacted OCS to express concern that they will not be able to fully obligate state controlled administrative or discretionary funds before the end of this fiscal year. We know how important it is for grantees to be able to utilize administrative funds for staffing, oversight and monitoring, training and technical assistance, and special initiatives and programs, among other activities and needs. Given this, OCS is exploring all available strategies to allow states additional time to fully obligate these funds.

The purpose of this letter is to remind Community Services Block Grant (CSBG) state, territory and tribal lead agencies and eligible entities of flexibilities and resources available to support response efforts related to Hurricane Ida.

The purpose of this message is to provide the Community Services Block Grant (CSBG) Network an update on the status of the Fiscal Year (FY) 2020 CSBG Annual Reports. As of August 25, 2021, 34 percent of states have submitted all three CSBG Annual Reports. We thank you for your efforts to submit the reports by the due date.
