This memorandum describes how the Office of Community Services (OCS) will carry out its compliance and technical assistance responsibilities for the Community Services Block Grant (CSBG) program during the next two years to help assure that the Community Services Network remains strong, focused, effective, and accountable.

This memorandum clarifies the use of funds under the Community Services Block Grant (CSBG) in the planning, coordination, integration, strengthening, and expansion of public and private assistance related to the activities known as the Healthy Marriage Initiative.

To inform States and U.S. Territories of the CSBG application requirements for FY 2007. CSBG applications shall be submitted to the Office of Community Services by September 1, 2006. (If you did not submit an application which covered two fiscal years in the prior year.)

To inform Indian Tribes and Tribal Organizations of the CSBG application requirements for FY 2007.

The attached Information Memorandum describes how direct CSBG funding is developed for new Tribes.  Newly funded State or Federally-recognized Tribes will need to provide population numbers for CSBG funding purposes.  States and Tribes are encouraged to agree on the population numbers since the Tribe’s allocation will come directly out of the State’s CSBG award.  Information Memorandum #130 discusses the process, expectations, requirements and purpose of encouraging negotiations between States and Tribes or Tribal Organizations on population figures.

Each year, the Office of Community Services (OCS) conducts standard State assessment reviews as required under Section 678B(c) of the CSBG Act. Below is the proposed schedule, which is published for Federal and State planning purposes.
