Pacific Asian Consortium in Employment (PACE) will use CED funds to capitalize a new business, PACARÉ, to provide culturally and linguistically appropriate direct-service care for wounded veterans and elderly and disabled immigrants, refugees, and asylees. PACARÉ will target non-U.S. born populations, which often face challenges because of the lack of availability of skilled, trained, reliable direct-care workers. PACARÉ’s trained, bilingual and bicultural staff will reflect the needs of the ethnicities most prevalent in the target market of Los Angeles County. Languages spoken will include Spanish, Korean, Tagalog, Chinese, Vietnamese and Cambodian. The services offered will include basic health monitoring, bathing and hygiene management, companionship/support, light housecleaning, shopping and meal preparation, laundry, mail and bill organization, and medication reminders. This project will create 56 new living wage jobs with benefits and a career ladder. |

The Valley Economic Development Center (VEDC) will use CED funds to support the expansion of Pacoima Entrepreneur Business Accelerator (PEBA), a professional meeting space and entrepreneur resource center located within the Pacoima Entrepreneur Center, a new 13,897 square foot community facility opening in the Pacoima community of Los Angeles. VEDC will complete build-out and tenant improvements of PEBA and offer area small business owners with access to a complete “one-stop” small business management experience and meeting space for client interactions within the community in which they live and work. VEDC will also make available lending capital through VEDC’s $25 million loan fund to borrowers. These activities will help businesses sustain financial growth and bring new, full-time jobs to an area with extremely elevated poverty and unemployment rates and a well-documented lack of economic opportunity. Through this project, four businesses will create a minimum of 40 new jobs in an area that has poverty and unemployment rates above both California and national levels. |

The Pacific Gateway Center (PGC) will use CED funds to construct a certified kitchen for agricultural processing, value-added products, and start-up culinary businesses in the village of Kunia, part of the larger Leilehua community, a rural area in central Oahu in the City and County of Honolulu. This project, Sustainability Through Agriculture (STA), will provide start-up support for new agricultural enterprises and serve as a springboard for generating agri-tourism related jobs in a rural community in the County of Honolulu. PGC will provide assistance to immigrants and others to start-up new agricultural enterprises and increase performances of the existing farming businesses and food production enterprises. STA will help farmers, processors and food entrepreneurs by providing needed physical infrastructure and culturally and linguistically tailored educational services to the clients, creating both on-farm and off-farm jobs. Workforce, Inc. d.b.a RecycleForce, will use CED funds to expand its recycling business by increasing the volume and value of recyclable material. This will be done in large part by expanding a recent reverse logistics pilot project into a fully operational department within the recycling plant and creating new positions to operate equipment RecycleForce has purchased that will more effectively sort metal from plastic. Reverse logistics, the process of receiving returned components or products for the purpose of recapturing value from them or ensuring their proper disposal, is a burgeoning industry as companies become increasingly focused on cost reduction by seeking ways to economically manage product returns and avoid fines for mishandling returns and/or defective materials. This project will create 40 new jobs in the high-growth recycling industry. These jobs will be filled predominantly by low-income formerly-incarcerated individuals, most of whom are unemployable in the private sector due to lack of education and work experience coupled with one or more felony convictions. |

Gulf Coast Housing Partnership Inc. (GCHP) will use CED funds to support the Hotel Reconcile project in the second Gulf Coast Housing Partnership and Reconcile New Orleans partnership development. Hotel Reconcile is a partnership development, capitalizing on the experience, industry expertise, and resources of Gulf Coast Housing Partnership (real estate development) and Reconcile New Orleans (workforce development) to create a high-quality, extended-stay hotel that also functions as a second Reconcile workforce training site for the New Orleans and greater metropolitan area hotel industry. The historic landmark structure, locally known as the German Schoolhouse, will be substantially renovated, resulting in Hotel Reconcile, a $22 million community impact real estate development located in Central City, New Orleans. GCHP will provide financing to the Hotel Reconcile project to advance Hotel Reconcile’s construction. Once complete, Hotel Reconcile, will serve as a workforce training site for accelerated hotel industry training and placement of program participants, creating 32 full-time positions in the New Orleans metropolitan area. |

Whittier Street Health Center Committee, Inc. (WSHC) will use CED funds to provide a low-interest loan to their non-profit subsidiary, Whittier Street Health Center Realty Corporation, for the creation of the Whittier Medical Fitness Center. Healthworks Community Fitness, a nonprofit organization that provides discounted fitness services in low-income communities of Boston, will be the Medical Fitness Center operator. The Native American Development Corporation (NADC) will use CED funds to recapitalize its existing revolving loan fund. NADC currently provides loans to American Indian businesses to combat pervasive poverty and unemployment among Native Americans in Montana and Wyoming. The loans provided will increase small business ownership among Native Americans by increasing access to capital, increasing private sector jobs and salaries, and offering affordable credit and sustainable loan programs to Native American small businesses. The NADC revolving loan fund will support two Native American businesses, the Northern Cheyenne Tribal Housing Authority (NCTHA), which will construct a food incubator that will house small companies and the Northern Arapaho Tribal Council (NATC), which directs an information technology subsidiary, Northern Arapaho Tribal Industries (NATI), to develop, fund and build high capacity, high density broadband communication services for residential and business subscribers located adjacent to its current service area. NATC will expand this system to upgrade the current service provided to the residents. This project will create 40 full-time jobs, 75 percent of which will be provided to low-income Native Americans. |

East Liberty Development, Inc. (ELDI) will use CED funds to support the East Liberty Transit Center Project, which is part of a large transit-oriented development and public-private effort that will replace a blighted 4.2 acre site with a major mixed-use commercial and residential development, parking and bicycle facilities, pedestrian friendly walkways, and access points to a repositioned East Liberty Busway Station. The project will be the final and key phase of the Eastside Project, a master-planned revitalization strategy to transform 16 acres of distressed land in East Liberty through a partnership between ELDI, the City of Pittsburgh, and The Mosites Company. The Works, Inc. will use CED funds to facilitate the expansion of a locally-owned grocery store, which is part of a company that operates four grocery stores in Memphis, TN. This Memphis grocery chain focuses on urban communities, particularly in locations with significant retail gaps. One of the existing stores is primed for an equipment overhaul and expansion of retail floor space, allowing it to capture more of the grocery store purchases in the surrounding community; the 5,000 square foot increase will allow the store to capture an additional 18.75% in sales and increase its market share among local retailers. The proposed project will create 40 full-time, permanent, livable-wage jobs with career potential for low-income residents of the community in food service, customer service, cleaning/janitorial support, marketing, administrative support, and general management. |

Impact Seven, Incorporated will use CED funds to provide a loan to finance the construction of a new wastewater treatment plant and leverage additional capital needed to expand production capacity. The loan will be provided to Advanced Plating Technologies (APT), a Milwaukee manufacturing community that produces highly-engineered metal. To increase APT’s access to affordable financing needed to increase production capacity and satisfy potential demand, Impact Seven will support the replacement of the company’s aging wastewater treatment plant by constructing a new, state-of-the-art treatment facility. This will double the company’s production and water treatment capacity, to meet the company’s expansion needs and ensure environmental compliance well into the future. Other components of the project will include equipment and energy-efficiency upgrades and the addition of new plating lines and powder coating equipment. This project will provide needed financing for a job-creating business expansion in the heart of Milwaukee, in an area that has long suffered from above-average rates of unemployment and poverty and below-average access to jobs. APT will create 28 new, permanent, full-time positions, 75% of which are entry-level jobs that low-income people can get and keep. |

Community Resources, Inc. (CRI) will use CED funds to expand a new business line for CRI Enterprises. CRI will work with participants in the Family Development program who have the necessary skills to perform housekeeping duties and meet the need of individuals and families in the 11 counties in the project area who may be unable to complete housekeeping on their homes due to physical limitations, income restraints or other reasons. This project will provide the supplies and materials needed to perform housekeeping duties and CRI will actively market the new services available to residents of all 11 counties. These individuals will continue to work with trained CRI staff through the Family Development program while they are employed to build more employable skills and work on other issues towards self-sufficiency. This project will create 8 new positions, of which 75 percent will be at or below 125 percent of the federal poverty level. |
