SUBJECT: Comments on extension of Office of Management and Budget (OMB) approval for the LIHEAP Grantee Survey
RELATED REFERENCES: Low Income Home Energy Assistance Act, as amended (Title XXVI of Public Law 97-35, the Omnibus Budget Reconciliation Act of 1981, as amended).
PURPOSE: To request comments on the proposed renewal of the LIHEAP Grantee Survey.
BACKGROUND: Section 2610 of the Low Income Home Energy Assistance Act, of 1981, Public Law 97-35, as amended, requires the Department of Health and Human services to submit annual LIHEAP report to Congress.
We include in the report information on the sources and uses of funds obligated by State grantees on various LIHEAP activities. We collect this information annually through the LIHEAP Grantee Survey. This information will also be used to provide information to Congressional Committees, The Department, OMB, and the White House about the program.
Under the terms of the Paperwork reduction Act of 1995, agencies must receive approval from OMB for each information collection activity in which the same question(s) is asked of 10 or more persons, even though the activity may be required by statute. Section 3506(c)(2)(A) of the 1995 Act also requires that the public be given 60 days to comment on the specific details of the information collection activity. The current OMB approval for the LIHEAP Grantee Survey will expire on February 28, 2011. (OMB Control No. 0970-0076).
CONTENT: On March 29, 2010, an information collection notice was published in the Federal Register (Vol. 75 FR 15438), requesting comments about the proposed extension of OMB approval of the LIHEAP Grantee Survey. The proposed LIHEAP Grantee Survey remains essentially unchanged from the previous OMB approval. A copy of the Federal Register Notice is attached (See Attachment). LIHEAP Action Transmittal 2010-2 dated 11/27/09 includes a copy of the LIHEAP Grantee Survey form and the instructions for completing them.
Comments must be received by May 29, 2010 (60 days after publication of the notice. The proposed LIHEAP Grantee Survey then will be submitted to OMB for review, along with a summary of the comments received and actions taken on them.
Submission of comments on this information collection is voluntary. Comments should be identified by the title of the information collection. Any grantees or interested parties that wish to comment on this information collection should send their comments to:
