Dear Colleague Notice on Extension to the A-87 Cost Allocation Exception

Dear Colleagues:

This letter is to inform you of an extension to the A-87 cost allocation exception for the development of integrated eligibility and enrollment systems within a state. The original deadline of December 31, 2015, has been extended by three years to December 31, 2018.

States now have additional time to streamline health and human services programs’ information technology systems by leveraging funds from expansion of systems via the state-operated Affordable Care Act Marketplaces, Medicaid and the Children’s Health Insurance Program, as per the exceptions granted in 2011 by the Obama Administration. The exceptions are to the cost-allocation requirements in the Office of Management and Budget (OMB) Circular A-87, Section C.3, as well as Section 200.405 of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

As State LIHEAP Leaders, many of you are preparing for system updates for LIHEAP performance management and enhanced reporting requirements.  You may know there is an opportunity to leverage funds from enhanced health eligibility system to systems across the health and human services landscape.  You have the platform for conversations with other state health and human services counterparts and information systems leaders about what the integrated systems mean for your state for health and human services.  If you are not a part of this conversation, we encourage you to seek out your colleagues who are charged with executing these systems, as LIHEAP is a part of the health and human services support systems.

The Administration for Children and Families (ACF) supports state efforts to integrate systems for health and human services and the opportunity to use the enhanced health-care funding for this cause.  As such, we have partnered with the Food and Nutrition Service (FNS), and the Centers for Medicare and Medicaid Services (CMS) to develop the Health and Human Services Collaboration Community. We structured this secure website to provide a learning community for states where we share Federal and other guidance documents, templates, references, examples of state submissions of budgets, as well as advanced planning documents for the integration efforts. 

We are hosting the place for states to share information and learn from one another to set the groundwork for peer-to-peer support, best practices and efficiency.  We believe having a place to see how integrated or “interoperable” eligibility systems are structured across programs in other states will go a long ways toward efficiency in executing this vision one a single-entry support system across all states.

Due to the secure nature of the site, a three-step registration process is required.  Instructions for how to register and gain access the community are attached; reading the instructions is critical to completing registration.
