Dear Colleagues:
With the federal fiscal year (FY) 2013 upon us, we currently are operating under a continuing resolution (CR), a temporary funding measure that is in effect until March 27th 2013. OCS will proceed with FY 2013 leveraging activities once the final FY 2013 LIHEAP appropriation is enacted. Therefore, the usual leveraging reporting deadline of Nov 30th has been extended. While no leveraging reports are due at this time, you may submit a report if you wish. Our office will advise on future deadlines once the final FY 2013 LIHEAP appropriation is passed.
With the next round of leveraging awards, we anticipate that grantees will have the option of claiming leveraging activities for either FY 2011 or FY 2012. The intent would be to allow grantees to claim the higher value of their leveraging activities, recognizing that no leveraging reports had previously been requested for FY 2011 due to lack of funding for leveraging that year.
We fully understand that this is a critical time for state and tribal grantees in the administration of the LIHEAP program, especially as many of the winter heating programs have already opened, or will open soon, and with the need of low income households so great at this time of year. Until we have a final LIHEAP appropriation, we cannot provide you with further information on the level of funding or the timing of when leveraging awards will be issued this fiscal year.
Our office will provide a webinar for grantees on how to complete leveraging reports once the next leveraging application date is determined. You may also refer to the attachment for information about how to report leveraging activities in the future.
