Dear Colleagues:
The Office of Community Services (OCS), Division of Energy Assistance (DEA), is releasing $454 million which is the funding available now to HHS for the Low Income Home Energy Assistance Program (LIHEAP). Nearly $452 million of this funding is what is available to all LIHEAP grantees with complete plans for federal Fiscal Year 2014. The balance is allocated for federal training and technical assistance to grantees. Today’s awards represent the second release of funding to-date for FY 2014. HHS previously awarded $2.93 billion in November 2013.
Congress appropriated these funds under the Consolidated Appropriations Act of 2014 (Public Law 113-76 ), which provided the final budget for FY 2014 and which the President signed into law on January 17, 2014. The legislation provides for a total funding amount of $3,424,549,000, which is $169 million more than the FY 2013 funding amount. Approximately 1% of the funding has not yet been allocated and is not available at this time.
We appreciate that many of you have contacted our office to alert us to the strain on your LIHEAP resources caused by the extreme winter conditions. We encourage you to keep our staff informed of the situation in your area and your program’s progress.
