Dear Colleagues:

The purpose of this letter is to confirm that final budget decisions have been made on the FY 2014 Low Income Home Energy Assistance Program (LIHEAP).  The total amount ACF is allocating for LIHEAP in FY 2014 is $3,390,304,000, the same as the total released through January 30th, 2014.  This total is $135 million more than FY 2013 funding, and reflects all reallocations to the FY 2014 appropriation.

There is no further funding available in FY 2014 for LIHEAP with the exception of the redistribution of FY 2013 funds reported as available for reallotment.  We anticipate issuing the small reallotment awards this spring.  As was the case in FY 2013, no Leveraging Incentive Program or Residential Energy Assistance Challenge (REACH) Program awards will be made this fiscal year.
