SUBJECT:  Grantee Participation at a 2016 LIHEAP Regional Conference Strongly Encouraged  

Dear Colleagues:

The Office of Community Services (OCS) strongly encourages all Low Income Home Energy Assistance Program (LIHEAP) coordinators to participate in one of the 2016 Regional LIHEAP Grantee Training Conferences that we will host this spring.  We are convening four regional conferences and have pre-selected the location for grantees to attend, as follows:

There is no registration cost to participate in the regional conference.  We ask that you register in advance for our logistics planning purposes and to ensure we keep you updated on news related to the conference you will attend. To register and to learn more about the location, hotel recommendations, and other logistics, please visit the LIHEAP conference website.  To ensure hotel room availability, please register and make your hotel reservations a month in advance of the meeting.

We believe this is essential training for LIHEAP coordinators and others who work in the program especially those who are new to LIHEAP.  We also encourage you to invite your budget colleagues to participate as well.  The conference sessions provide briefings from our office about applicable laws, budget issues, LIHEAP data collection and reporting, and other activities.  The workshop also provides an opportunity for new grantee staff to meet with other LIHEAP coordinators, federal OCS staff, and external partners to develop a network of resources. 

A draft agenda for the regional conferences can be found on the LIHEAP conference website.  Please note, minor regional adjustments may be made to this agenda.

We recognize grantee budget challenges around the country are forcing difficult decisions regarding training investments.  Please note that expenses related to travel to attend this conference is an allowable LIHEAP administrative expense and may be paid with federal funds, so long as it is within the applicable administrative cost cap.  Our office expects grantees will utilize administrative funds to support and maintain strong LIHEAP administration and accountability.  It is our hope that by having regionally-located training conferences, the cost of attending will be minimized for each of you and provide you with the most relevant information for your area.

We also encourage you to invest your administrative funds  in other related LIHEAP training, such as the National Energy Assistance Directors’ Association (NEADA) winter meeting February 22-24, 2016 (in Washington, DC), the NEADA annual meeting in June, and the National Energy and Utility Affordability Conference (NEUAC), which will be in Denver, June 6-8, 2016.
