Dear Colleagues:

We are pleased to share with you that we received approval from the federal Office of Management and Budget (OMB) to proceed with requiring state LIHEAP grantees to collect and report on the four new performance measures related to home energy burden and continuity of home energy service.  As we discussed at our regional grantee training meetings this spring, these new measures will be considered developmental while grantees build the capacity to collect the necessary data.  States that can report the new data for FY 2015 should do so.  All states will be required to report the data for FY 2016.

The approval combines the annual LIHEAP Grantee Survey as a section of a new annual LIHEAP Performance Data Report.  We will send further instructions to you regarding completion of the new form and when it will be available via the On-Line Data Collection (OLDC) system. 

The Grantee Survey section of the new form will be a required submission of all states this coming January regarding FY 2014.  States will be expected to report what data they can for the new Performance Measures section of the report for federal fiscal year (FY) 2015 after the close of this federal fiscal year. 

As part of the continuing training and technical assistance being provided by the Office of Community Services, we are pleased to announce four upcoming webinars on LIHEAP reporting requirements.
