RE:  Reminder of Deadline for Final LIHEAP Household Report Data for FFY 2014

Dear Colleagues:

Each year, LIHEAP grantees are required to submit a LIHEAP Household Report that provides data on the number of households assisted by LIHEAP in the prior federal fiscal year (FFY).  Estimated household data (rather than actual data) could be included preliminarily in the LIHEAP Household Report for FFY 2014, as part of the grantees’ FFY 2015 LIHEAP grant applications.  We do not want the awarding of initial LIHEAP grants to be delayed for FFY 2015 while grantees are finalizing their “actual” household data for FFY 2014.

The deadline for grantees to submit final actual household data for their LIHEAP Household Report for FFY 2014 is December 30, 2014.  OCS hosted a webinar on December 4, 2014 regarding the LIHEAP Household Report form’s new requirements, common issues, and technical support opportunities.  The webinar is available at https://liheappm.acf.hhs.gov.

Grantees initially received notice of this deadline through Action Transmittal (AT) LIHEAP AT 2014-5, dated August 27, 2014, that we distributed by email and posted to our website at www.acf.hhs.gov/programs/ocs/resource/liheap-at-2014-5-household-repo....  In part, the purpose of the AT was to remind all state LIHEAP grantees to include required data for the LIHEAP Household Report for FFY 2014 – Long Form (October 1, 2013 – September 30, 2014) as part of their LIHEAP grant application for FFY 2015.  Grantees are required to submit their reports through the Administration for Children and Families’ On-Line Data Collection System (OLDC) at https://extranet.acf.hhs.gov/ssi/.

As noted in the AT, actual data is required as part of the LIHEAP Report to Congress for FFY 2014.  Late submission of state grantees’ actual data in the LIHEAP Household Report- Long Form has contributed to past delays in completing ACF’s annual LIHEAP Report to Congress.

We will send notification to those states that fail to meet the above deadline.  This date may be extended for states that request an extension before December 30, 2014.  Those states that fail to submit timely data or respond to our requests for data clarification will be noted in the LIHEAP Report to Congress for FFY 2014.  In addition, we will consider such failure as a violation of Section 2605(b)(14) of the LIHEAP statute that requires grantee to cooperate with ACF regarding LIHEAP data collection and reporting.

We have contracted with APPRISE to assist state grantees in completing their LIHEAP Household Report for FFY 2014 and correcting data errors identified by OLDC.  The OLDC system will not allow grantees to submit their final LIHEAP Household Report if it contains estimated data or errors.  Therefore, APPRISE has been proactively reaching out to those state grantees whose preliminary LIHEAP Household Report for FFY 2014 (submitted by September 1, 2014) triggered warning or error messages in OLDC.  The goal is to assist grantees with both identifying and resolving any issues prior to the December 30, 2014, reporting deadline.
