RE: FY 2016 Third LIHEAP Funding Release and Anticipated Reallotment

Dear Colleagues:

The U.S. Department of Health and Human Services (HHS), the Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Energy Assistance (DEA), is releasing $14.4 million in a third round of funding available for the Low Income Home Energy Assistance Program (LIHEAP).

Congress appropriated these funds under the Consolidated Appropriations Act, 2016 (Public Law 114-113 ), which provided the final budget for FY 2016 and which the President signed into law on December 18, 2015. The legislation provides for a total funding amount of $3.39 billion. As of today, OCS has allocated all funding appropriated for 2016 except for $19,473,000 which HHS transferred for other purposes.

Additionally, ACF is finalizing its reconciliation of funds reported by grantees as unobligated in FY 2015 and available for reallotment in this federal fiscal year. ACF anticipates that these additional reallotment award letters will be distributed to current LIHEAP grantees by September 26, 2016, totaling approximately $1.7 million. ACF recommends that grantees review all of the following attached tables of anticipated FY 2016 funds and 2015 reallotment awards and, as needed, budget these funds as part of FY 2016 carryover. Grantees will need to submit a revised FY 2016 Carryover and Reallotment Report after the close of this fiscal year to reflect any funds from these releases that grantees do not obligate in FY 2016.
