Contacts for Your CED Grant

The table below identifies key contacts that will support you and your CED grant, their primary functions, and how to contact them.

Office of Community Services (OCS) Program Specialists
Your assigned Program Specialist is identified in your welcome letter from OCS. He or she will assist you on the programmatic aspects of your grant, including:
  • Obtaining guidance on program design issues,
  • Requesting technical assistance,
  • Ensuring compliance with applicable laws, federal regulations, policies, and procedures, and
  • Reporting achievements on your project through your semi-annual Performance Progress Reports (PPRs).

Office of Grants Management (OGM) Grants Management Specialists
Your assigned Grants Management Specialist is identified in GrantSolutions (select the Project Assignments icon under Actions). He or she oversees fiscal aspects of grant awards and administration, including:
  • Issuing grant awards,
  • Receiving original reports,
  • Processing changes in key personnel, agency leadership, or other project revisions,
  • Ensuring grantee compliance with applicable laws, regulations, policies, and procedures, and
  • Coordinating with OCS on programmatic issues.

Payment Management Services (PMS)
PMS works in partnership with OCS and OGM to support CED grantees with issues related to receiving Federal grant funds, including:
  • Establishing the electronic funds transfer process using the 1199A Form,
  • Accessing grant funds,
  • Returning unused Federal funds at the end of the grant period, and
  • Filing quarterly Federal cash transaction reports, which is also referred to as the SF-425.

GrantSolutions and OLDC User Support The GrantSolutions help desk grants access to GrantSolutions and OLDC and resolves issues grantees may encounter when using these systems.

OCS Registrar The OCS Registrar provides answers to general technical questions for your CED grant, including using OLDC and GrantSolutions, reporting on data in your PPR, and updating grant contact information. The OCS Registrar will also refer you to the right people if you are unsure who to contact regarding an issue or question about your CED grant. Email: OCSRegistrar@icf.com

Code of Federal Regulations The Electronic Code of Federal Regulations (e-CFR) is an updated version of the Code of Federal Regulations (CFR). All CED grant funds must be treated in accordance with the Code of Federal Regulations.

Data Collection Tool The Data Collection Tool helps CED grantees collect all of the information they need to complete Form A of the PPR, helping to simplify the data collection process and ensure accurate data is submitted in the PPR.

GrantSolutions/On-Line Data Collection System GrantSolutions is a grants management system that facilitates the electronic sharing of information between you, OGM, and OCS for your CED grant. The On-Line Data Collection system (OLDC) is the online system where you will submit your semi-annual Performance Progress Reports (PPRs) and SF-429 form. OLDC is access through the GrantSolutions menu bar.

HHS Grants Policy Statement The HHS Grants Policy Statement includes the general terms and conditions of all HHS discretionary grant and cooperative agreement awards. This covers Federal requirements related to civil rights, architectural barriers, and drug-free workplaces, as well as information on cost principles and financial management. All CED grant funds must be treated in accordance with the HHS Grants Policy Statement.

Office of Management and Budget Circulars This page provides instructions and information issued by OMB to Federal agencies. The OMB Circulars are regulations produced by the federal government to establish policy for executive branch departments and agencies. Payment Management Services The Payment Management System (PMS) page is a one-stop shop for grant payments. This page is where CED grantees draw down funds and file the Federal Financial Report (FFR).

SF-425 Federal Financial Report This page is where you will access the SF-425 form, the form used to report expenditures. It tracks the status of financial data tied to a particular Federal grant award.
