TANF and MOE Spending and Transfers by Activity, FY 2021

The Office of Family Assistance (OFA) has posted the fiscal year (FY) 2021 Temporary Assistance for Needy Families (TANF) financial data tables, along with an interactive map and national (PDF) and state pie charts (PDF).

  • In FY 2021, combined federal TANF and state maintenance-of-effort (MOE) expenditures and transfers totaled $30.3 billion. Across the United States in FY 2021:
    • 22.6 percent of TANF and MOE funds was used for basic assistance;
    • 7.6 percent was used for work, education, and training activities; and
    • 16.2 percent was used for child care (including funds transferred to the Child Care Development Fund).
  • 30 states used less than half of their TANF and MOE funds on the combination of basic assistance; work, education, and training activities; and child care. OFA’s interactive map shows the distribution of this spending by state.
    • 31 states spent less than 20 percent of their TANF and MOE funds on basic assistance.
    • 44 states and the District of Columbia spent less than 15 percent of their TANF and MOE funds on work, education, and training activities.
  • From FY 2020 to FY 2021, the amount of funds used for basic assistance decreased by $194 million and child care decreased by $318 million. The amount of funds used for work, education, and training activities decreased by $734 million.

States and the District of Columbia also received a total of $923,150,000 in Pandemic Emergency Assistance Fund (PEAF) dollars in FY 2021. The American Rescue Plan Act of 2021 established PEAF to support states, territories, and tribes in assisting needy families impacted by the COVID-19 pandemic. States had from April 1, 2021, to September 30, 2022, to expend their awards, and HHS will reallot any unexpended funds. HHS will have full PEAF expenditure data after the reporting period ends on December 29, 2022. As of November 2022, states have drawn 85 percent of their allotted funds.
