BACKGROUND
Form ACF-332 was effective October 1, 1991. This form replaced the JOBS component expenditure data collection on Form FSA-104 which expired on September 30, 1991.
The following figures (1-5) and tables (1-4) are based on final aggregate data from Form ACF-332. Data are presented for all States, Guam, Puerto Rico, and the Virgin Islands. The District of Columbia did not report any data. Data are provided for FY 1996 and for comparison purposes from FY 1993 through FY 1995.
OVERVIEW
Figures 1, 2, and 3
Figures 1, 2, and 3 are graphs showing combined State and Federal IV-F expenditures broken out by component. These expenditures include (1) actual IV-F administrative expenditures associated with program components/activities and supportive services (excluding child care) and (2) actual program costs (excluding supportive services program costs).
Figure 1: JOBS IV-F Component/Activity Expenditures For FY 1996. This figure is a bar graph representation of the component/activity distribution of expenditures for FY 1996. It is based on Table 1.
Figure 2: Labor Force Attachment JOBS Components IV-F Expenditures. This figure is a bar graph displaying the change in expenditures for each of the five labor force attachment JOBS components from FY 1993 through FY 1996. It is based on Table I and previously published data for FY 1993, FY 1994, and FY 1995. From FY 1995 to FY 1996 these expenditures increased by 14.8%. Three of the labor force components show an increase except On-the-Job Training (OJT) and other. Job Search increased 26.8%.
Figure 3: Non-Labor Force Attachment JOBS Components IV-F Expenditures. This figure is a bar graph displaying the change in expenditures for each of the eight non-labor force attachment components/activities from FY 1993 through FY 1996. It is based on Table I and previously published data for FY 1993, FY 1994, and FY 1995, From FY 1995 to FY 1996 these expenditures decreased by 6.1%. Job Development/Placement increased by 30.8% and Job Readiness increased by 10.8%. Self- Education decreased by 51.6%, Job Skills decreased by, 18.9%, and Education decreased by 14.3%.

Figures 4 and 5 show combined State and Federal IV-F expenditures broken out into the three major categories: 1.) Component/Activity Expenditures, 2.) Supportive Services (Program Costs Only), and 3.) Other Non-Component IV-F Costs.
Component/Activi!y Expenditures represent the sum of all expenditures shown in Figure 1. Supportive Services (Program Costs Only) is the total amount expended for actual supportive services (that are part of the State Supportive Services plan), other than child care and administrative expenses. Other
Non-Component IV-F Costs include administrative and program expenditures that cannot be attributed to a program component, e.g., administrative expenditures for supportive services to a participant who is between component activities, items such as computer systems and, for the Territories only, IV-F expenditures for child care.
Total JOBS IV-F Expenditures may differ from the amounts used for claiming Federal Financial Participation (FFP) as the ACF-332 is intended to provide a snapshot only And. for example, may include unliquidated obligations from prior fiscal years which are liquidated in FY 1996 and does not include any FY 1996 unliquidated obligations that were carried over into FY 1997.

The largest percentage distribution is 70% for the Total Component/Activity Expenditures.

Tables I and 3 correspond to Figure I above providing the dollar amounts of component/activity expenditures and the percentage distribution, respectively. Tables 2 and 4 respectively provide dollar amounts and the percentage distribution of total IV-F expenditures broken out into the three major categories corresponding to figure 4 above. The same definitions and explanations applicable to the figures are applicable to the corresponding tables.

General Notes
1. All data are based on ACF-332 data collected for FY 1993 through FY 1996.
2. The data presented are based on data reported by each State or Territory. Some States were unable to attribute expenditures to certain categories, which explains the absence of reported expenditures in some categories where expenditures would normally be expected. This also resulted in the underreporting and overreporting of expenditures for other categories.
3. All data were reported on a quarterly basis. The tables and figures are based on total annual numbers.
4. Totals exclude the District of Columbia.
