Background:

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) replaces the Aid to Families with Dependent Children program (including Emergency Assistance), the Title IV-A child Care program (including AFDC/JOBS Child Care, Transitional Child Care, and At-Risk Child Care) and JOBS programs with the Temporary Assistance for Needy Families (TANF) Program and a new capped funding stream for child care programs under title VI of PRWORA.

Policy:

The attached guidance explains how States will charge and claim expenditures under these programs during the FY 1997 transition year.
