OMB approved Form ACF-196R State TANF Financial Report Form.
This Program Instruction informs states of the approval of ACF-196R form by the Office of Management and Budget (OMB) and the requirement for states to use the form.
Title IV-A, Section 411 of the Social Security Act (the Act), 45 CFR 265.3, and the American Recovery and Reinvestment Act (ARRA) of 2009, (Public Law 111-5).
On May 2, 2014, OMB approved the use of the ACF-196R State TANF Financial Report Form (OMB Control Number: 0970-0446). States must use the ACF-196R form pursuant Section 411 of the Act, and 45 CFR 265.3.
Implementation of the ACF-196R form results in two basic changes to TANF quarterly financial reports. The first is modifying and expanding the list of expenditure categories. The second is to change the accounting method used to report expenditures and monitor grant awards. Beginning with the FY 2015 first quarter report (report quarter ending December 31, 2014, due February 14, 2015), the TANF financial data collection will involve two forms: the ACF-196R, which states will submit on a quarterly basis, and the ACF-196, which states will use to adjust expenditures submitted during fiscal years prior to FY 2015. After a state expends all funds for grant years prior to FY 2015, it will no longer need to use the ACF-196.
Quarterly reports must be received by ACF within 45 days of the end of each quarterly period.
