TTCW Budget Modification Guidance

If a TTCW grantee wants to modify their budget, such a change may require written approval.  If so, there are certain steps that must take place in order for the modification to be approved.  Below is information on how to obtain written approval fora budget revision for which approval is required..

 

Revisions that require Prior Approval

In general, grantees are allowed a certain degree of latitude to re-budget within and between budget categories to meet unanticipated needs and to make other types of post-award changes; provided the budget changes are for activities detailed in the approved program narrative for that budget period and do not meet one or more of the below prior approval requirements:

The HHS Grants Policy Statement states that written approval is required from ACF prior to grantees implementing a budget modification for any of the following:

  1. Matters pertaining to foreign travel
  2. Purchase of equipment (over $5000 per unit)
  3. Alterations/renovations
  4. Change in the scope or objectives of the project
  5. Change in key personnel (Principal Investigator/Authorizing Official)
  6. Absence for 3 months, or a 25% reduction in time devoted to the project by the project director or principal investigator
  7. significant re-budgeting (25% of project cost or $250,000, whichever is lower)
  8. Carryover of funds from a previous budget year.
  9. Transfer or contracting out of any work under the award, except as described in the original application.
  10. Transfer of funds allotted for training purposes.

A request should contain:

  1. A letter written on letterhead and signed by the authorizing official. The letter should request the budget revision and explain the reasons for the change.
  2. A short narrative of how the revision will affect the scope of services, reemphasizing the reasons for the change.
  3. An original SF-424 – signed by the authorizing official
  4. An SF-424A showing the revised budget
  5. A detailed budget and budget narrative that supports the revision request including Non-Federal Share, if applicable.
  6. Current indirect cost rate agreement if the budget is changed due to an increase or decrease in indirect costs.
