About Healthy Marriage & Responsible Fatherhood

Our Approach

The Office of Family Assistance (OFA) competitively awards HMRF grants to states, local governments, tribal entities, and community-based organizations (both for profit and not-for-profit, including faith-based). These grantees work to help participants build and sustain healthy relationships and marriages, and to strengthen positive father-child interaction.

Our Programs

The HMRF initiative is part of ACF’s strategy to improve the long-term well-being of children and families. OFA currently funds a local network of 86 organizations in 29 states and one territory (Guam). The Healthy Marriage and Relationship Education (HMRE) programs provide services that combine marriage and relationship education with efforts to address participation barriers and the economic stability needs of their participants. The New Pathways for Fathers and Families (New Pathways) program funds projects that integrate robust economic stability services, healthy marriage education, and activities designed to foster responsible parenting. The Responsible Fatherhood Opportunities for Reentry and Mobility (ReFORM) program funds integrated programs that include healthy relationships (romantic and interpersonal), parenting (father-focused), and economic stability components together with community-centered pre- and post-release responsible fatherhood and supportive services to fathers soon-to-be and recently released from incarceration. The ReFORM program focuses on fathers who are within three-to-nine months of release as well as fathers who have been released in the past six months.

Our Learning Agenda

For this round of grants, OFA also included a new emphasis on key short- and long-term outcomes intended to enhance and strengthen program evaluation and design with the goal being to increase understanding of what works and why.

Our Grantees

HMRF programs are funded under a 5-year project period (2015 – 2020). Currently, there are 46 Healthy Marriage and Relationship Education grantees (including a National Resource Center for Healthy Marriage and Relationship Education); 36 New Pathways for Fathers and Families grantees, and 5 ReFORM grantees.
