This memorandum transmits the work participation tables for FY 1998. All States were required to report work participation information for some or all of the October 1997 — September 1998 fiscal year and are subject to the work participation standards for FY 1998 based on this information.

This Program Instruction explains the collecting and reporting of overpayments made to families under the former Aid to Families with Dependent Children (AFDC) Program.  Although the AFDC Program was repealed and replaced with the TANF Program, a number of AFDC overpayments remain outstanding, and the requirement to pursue and recover the remaining uncollected AFDC overpayments remains in place.

This Program Instruction advises States and other interested parties of the measures and formula the Department of Health and Human Services (DHHS) intends to use for awarding the High Performance Bonus (HPB) for performance in FY 1999.

This memorandum transmits the work participation tables for FY 1997. Thirty-eight States and the District of Columbia were required to report work participation information for some or all of the July - September 1997 quarter.

This Program Instruction clarifies the March 17, 1998 guidance (TANF-ACF-PI-98-1) on the measures and formula we intend to use for awarding the FY 1999 High Performance bonuses and to provide State agencies the reporting form and instructions for submitting aggregate data in order to compete for these bonus awards.  Where this Program Instruction reflects changes/clarifications to the March 17, 1998 guidance, it supersedes that earlier guidance.

This Program Instruction informs States that, as a first step in developing a State child poverty rate, ACF will provide to the States the number and percentage of children in poverty in each State based on Census Bureau estimates. (A slightly different process will apply to the Territories).
