This Program Instruction (PI) notifies States, the District of Columbia and the Territories (hereinafter collectively referred to as “States”) to use the Online Data Collection (OLDC) system to enter the required TANF and MOE annual report information.

This Program Instruction (PI) reminds States that providing recurring basic income supports constitutes “assistance” and clarifies the meaning of “nonrecurrent, short-term benefits.”

This PI was originally issued on May 19, 2008. We have re-issued this PI because we have changed the effective date to October 1, 2008 (FY 2009).

This Program Instruction (PI) provides basic information about Contingency Fund eligibility requirements and application procedures.  This PI describes the requirements to apply for, receive, and retain contingency funds.

To set forth revised standard procedures for resolving disagreements over state-submitted caseload and expenditure data used to establish the amount of a TFAG. This issuance supersedes and rescinds the original PI on this topic (see TANF-ACF-PI-2003-04 dated May 5, 2003). A new PI is necessary because of a reorganization of the Office of Family Assistance and the need to clarify certain aspects of the process.

This PI provides responses to a myriad of questions about the final rule implementing changes to the TANF program as required by the Deficit Reduction Act of 2005 (Pub. L. 109-171). Individual questions received subsequent to this PI will be posted to the OFA website.

This Program Instruction addresses the eligibility of Iraqi and Afghan aliens granted special immigrant status for Federal TANF and State MOE public benefits, as a result of recent legislation.

This Program Instruction announces changes in the OFA process of distributing  PIs, PAs, IMs, and other documents.

This will summarize policy and provide guidance with respect to the current TANF program on the use of TANF funds to enable States and Tribes administering approved Tribal TANF programs to serve families in a State or area(s) in a State covered by a Federal or State disaster declaration.

We first provided this information in Program Instruction, TANF-ACF-PI-2005-06, dated October 11, 2005, Using Federal TANF and State MOE Funds for Families Affected By Hurricane Katrina. Since issuance of this PI, we have received questions about families affected by other Federal or State declared disasters occurring in a State or part of a State.  We have informally advised that the information in TANF-ACF-PI-2005-06 could be applied to other declared disaster situations so a State could more expeditiously serve families affected by the disaster.  This PI announces that the policy and guidance provided herein may apply in serving families affected by a Federal or State disaster declaration in a State or part of a State.

We want to encourage States and Tribes to take necessary action to address the immediate needs of the dislocated families affected by a Federal or State declared disaster.  Our goal is to help them integrate as quickly as possible into local communities, preferably with family, relatives or friends.  We want to assure you that we will take all steps within our authority to ensure that there are no negative consequences associated with a State or Tribe’s compassionate response to an unfortunate situation.

This Program Instruction clarifies our policy on the meaning of “subject to a penalty” for refusing to participate in work activities.

The purpose of this Program Instruction is to explain how to complete and submit the TANF Agency NDNH Match Results Report and to specify submission deadlines.
