This Information Memorandum sets forth revised standard procedures for resolving disagreements over state-submitted caseload and expenditure data used to establish the amount of a TFAG.  This issuance supersedes and rescinds the original IM on this topic (see TANF-ACF-IM-2000-1 dated May 8, 2000).  A new IM is necessary because of a reorganization of the Office of Family Assistance and the need to clarify certain aspects of the process.

On August 27, 1999, the attached guidance on the application of civil rights laws to welfare reform programs was made public and sent to State TANF Directors and other parties. To assure the widest distribution (though for some of you it may be duplicative), we are disseminating the information sent to the State TANF Directors via this Information Memorandum.

This Information Memorandum notifies certain States that they will receive additional funding for Fiscal Year 2000.

This memorandum transmits the edits and transmission file layouts used in the TANF Data Report and the SSP-MOE Data Report.

This memorandum transmits the work participation tables for FY 1998. All States were required to report work participation information for some or all of the October 1997 — September 1998 fiscal year and are subject to the work participation standards for FY 1998 based on this information.

To provide States and other interested parties with information regarding the housing voucher initiative contained in recent legislation, including the fact that HUD will be developing a competitive solicitation proposal. Further, given the requirement that Public Housing Agencies (PHAs) must develop their proposals in cooperation with TANF and Welfare-to-Work agencies funded by the Department of Labor (DOL), we are encouraging you to cooperate with PHAs in this important initiative.
