The HPOG program recently published a paper to share the successful strategies our grantees have used in engaging TANF participants. While this paper offers peer technical assistance for HPOG grantees, its contents are relevant to other workforce development, training, and educational institutions that serve TANF recipients. It includes a checklist of effective strategies based on the experiences of six HPOG grantees and their TANF agency partners.

This report focuses on TANF recipients’ engagement and experiences in the HPOG Program, with the goal of helping understand how HPOG programs serve TANF recipients and developing hypotheses for further study.
Specifically, this report uses preliminary data to describe observed differences — and possible reasons for the differences — in the participation, outcomes, and experiences of two types of HPOG participants:
• Those receiving TANF benefits when they begin an HPOG program, and
• Those not receiving TANF when they begin an HPOG program
The report then addresses why TANF recipient participation levels vary across HPOG programs and identifies strategies programs used to engage the TANF population and work cooperatively with local TANF agencies.
The purpose of this paper is to offer technical assistance to current HPOG grantees and other workforce development projects that serve customers receiving TANF benefits. This paper provides tips on creating and maintaining successful partnerships with TANF agencies and other organizations that serve the same customers as the HPOG grants.
The Health Profession Opportunity Grants (HPOG) Program was established by the Affordable Care Act of 2010 (ACA) to provide training programs in high-demand health care professions to Temporary Assistance for Needy Families (TANF) recipients and other low-income individuals.
This Annual Report offers a snapshot of the Health Profession Opportunity Grants (HPOG) Program at the end of its second year of operation. The report provides an overview of HPOG grantees, characteristics of participants, activities in which participants were engaged, training and employment outcomes, and how grantee programs continued to evolve in the second year of the program. The report was developed as part of the HPOG Implementation, Systems and Outcome Project, which is being led by Abt Associates in partnership with the Urban Institute.
