The purpose of this paper is to offer technical assistance to current HPOG grantees and other workforce development projects that serve customers receiving TANF benefits. This paper provides tips on creating and maintaining successful partnerships with TANF agencies and other organizations that serve the same customers as the HPOG grants.

This paper will examine what deep employer engagement looks like and which elements of the HPOG Program and actions by grantees provided the incentive for employers to engage with the program and its participants. It will outline the nuts and bolts of several HPOG grantees’ employer partnerships and pull out promising practices.

This report presents key findings from the evaluation of the first round of the Tribal Health Profession Opportunity Grants (HPOG) Program. These findings show that all five of the Tribal HPOG grantees established programs that led to healthcare training completion and employment.

The report includes findings on programs’ structures, processes, and outcomes, and insights related to these findings. The evaluation team worked to conduct a culturally responsive evaluation by receiving input from partners, advisors, and grantees throughout the evaluation.

This report presents findings from two components of the National Implementation Evaluation of the Health Profession Opportunity Grants (HPOG): the Descriptive Implementation Study and the Outcome Study. These two studies address the following two major research questions:

  1. How are health profession training programs being implemented across the grantee sites?
  2. What individual-level outputs and outcomes occur?

Overall, the two studies found that HPOG programs generally reached their target enrollment levels, and that the majority of participants completed their course(s) of study and found healthcare jobs. However, many of those first jobs after leaving the program were entry-level positions at relatively low-wages.

This report describes how grantees of the Health Profession Opportunity Grants (HPOG) program used the Performance Reporting System and other sources of performance information to manage their programs, identify areas in need of change, and make programmatic improvements.

The report is based on a review of documents such as grantee performance progress reports, a survey of HPOG program directors, and interviews with a subset of these directors that took place starting in December 2014.

This brief provides an overview of Next Steps, the Cankdeska Cikana Community College (CCCC) Tribal HPOG program. The brief also shares key findings to date and stories from students who participated in the program. Findings focus on program structures, program processes, and program outcomes, and are based on qualitative data from interviews with administrative and program implementation staff, focus groups with the CCCC students, and phone interviews with program completers and non-completers, as well as administrative data.
