The Year 2 Annual Report describes results for participants in the second round of the Health Profession Opportunity Grants Program (HPOG 2.0) from the beginning of the Program through the end of Year 2 (September 30, 2015 through September 29, 2017). HPOG 2.0 grants are awarded to organizations to provide education and training to Temporary Assistance for Needy Families (TANF) recipients and other low-income individuals for healthcare occupations that pay well and are in high demand. The Administration for Children and Families (ACF) of the U.S. Department of Health and Human Services awarded this second round of five-year grants in 2015. Grants funds are disbursed annually to 32 grantees in 21 states, including five tribal organizations. Through the end of Year 2 of HPOG 2.0, grantees enrolled more than 14,700 participants.

This Year 4 Annual Report describes results for participants in the second round of the Health Profession Opportunity Grants (HPOG) Program from the beginning of the Program through the end of Year 4 (September 30, 2015 through September 29, 2019). HPOG grants are awarded to organizations that provide education and training to Temporary Assistance for Needy Families (TANF) recipients and other low-income individuals for occupations in the healthcare field that pay well and are expected to either experience labor shortages or be in high demand. The Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services awarded a first round of five-year HPOG grants (“HPOG 1.0”) in 2010.

To transmit the form and revised instructions for the ACF-196R, the financial reporting form for state TANF agencies.

As part of a larger design thinking project, the Health Profession Opportunity Grants (HPOG) program co-created two models of instructor engagement with instructors across its HPOG 1.0 grantees: The World Café and Designing with Stakeholders.  A number of HPOG programs volunteered to pilot these methods in their program to (1) improve collaboration between instructors and HPOG staff, and (2) engage instructors in devising innovative strategies to improve student persistence.  The publication “Using the World Café to Improve Instructor Engagement: A Guide for Health Profession Opportunity Grants Programs (PDF)” describes the World Café pilot projects and the experiences of the grantees who participated.

The purpose of this paper is to offer technical assistance to HPOG grantees and other workforce development projects that serve customers receiving TANF benefits. This paper provides tips on creating and maintaining successful partnerships with TANF agencies and other organizations that serve the same customers as the HPOG grants.

Collaborative partnerships between Health Profession Opportunity Grants (HPOG) programs and Temporary Assistance for Needy Families (TANF) agencies build a foundation for empowerment and self-sufficiency through healthcare training and individualized support services.

This report focuses on TANF recipients’ engagement and experiences in the HPOG Program, with the goal of helping understand how HPOG programs serve TANF recipients and developing hypotheses for further study.

Specifically, this report uses preliminary data to describe observed differences — and possible reasons for the differences — in the participation, outcomes, and experiences of two types of HPOG participants:

• Those receiving TANF benefits when they begin an HPOG program, and
• Those not receiving TANF when they begin an HPOG program

The report then addresses why TANF recipient participation levels vary across HPOG programs and identifies strategies programs used to engage the TANF population and work cooperatively with local TANF agencies.
