The NEW program plan is the application for NEW program funding.  As approved by the Department of Health and Human Services (HHS), Administration for Children and Families (ACF), the plan documents how the grantee will carry out its NEW program.  HHS/ACF must approve NEW program plans and plan amendments in order for them to be in effect.

The program year (PY) for the NEW program is July 1 through June 30 of the following year.  Each NEW program plan covers a 3-year period.  ACF does not prescribe a format for NEW program plans.  The format is left to the discretion of each NEW grantee.  This program plan guidance contains instructions for preparing and submitting NEW program plans, for grantees that do not include their NEW programs in Public Law 102-477 projects.  These requirements are based on the requirements for plans in the NEW program regulations.  This document replaces previous NEW program plan guidance.

The purpose of this Program Instruction is to update the policy regarding the eligibility of Iraqi and Afghan aliens granted special immigrant status for Federal TANF and State MOE public benefits, as a result of legislation.

This Program Instruction addresses the change in the time-limited exemption period applicable to Afghan special immigrants. The Afghan Allies Protection Act of 2009 changed the time-limited exemption period from 6 months to 8 months. The 8 month exemption period for Iraqi special immigrants remains in effect per section 1244(g) of the NDAA 2008), enacted January 28, 2008.

The purpose of this Program Instruction (PI) is to update the policy regarding the eligibility of Iraqi and Afghan aliens granted special immigrant status for Federal TANF and State MOE public benefits, as a result of legislation.

The purpose of this Program Instruction is to explain how to complete and submit the TANF Agency NDNH Match Results Report and to specify submission deadlines.
