This final rule informs states, territories, and the District of Columbia that they are required to use the “benefiting program” cost allocation methodology in U.S. Office of Management and Budget (OMB) Circular A-87 (2 CFR part 225), which is determined by HHS/ACF to be the appropriate methodology for the proper use of Federal TANF funds.

The purpose of this Program Instruction (PI) is to clarify the instructions for completing the TANF and MOE annual reports.  We hope that this PI will enhance the quality and consistency of information that States provide in the reports.

This Program Instruction addresses the eligibility of Iraqi and Afghan aliens granted special immigrant status for Federal TANF and State MOE public benefits, as a result of recent legislation.

The purpose of this instruction is to advise the States not to include families that received no assistance under the TANF program or the SSP-MOE program in their TANF or SSP-MOE Data Reports, (Sections 1 and 3) respectively (ACF-199 and ACF-209).

To provide States with instructions on how to report the number of “deemed” core hours for the overall rate and the two-parent rate on the TANF Data Report and the SSP-MOE Data Report.
