Purpose:
The purpose of this transmittal is to describe the data collection transition rules under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), Pub. L. 104-193 and the Balanced Budget Act of 1997 (BBA), Pub. L. 105-33. Under section 116(b)(1)(A)(ii) of PRWORA, all States were required to continue to collect and report Aid to Families with Dependent Children (AFDC) and Job Opportunity and Basic Skills Training (JOBS) program data, using the existing forms and procedures, through the June 1997 reporting period. Section 5517 of the BBA extended the collection and reporting of AFDC and JOBS data through the December 1997 reporting period for States not subject to Temporary Assistance for Need Families (TANF) program reporting requirements. Attached is a list of States who are required to submit one or more month of AFDC and JOBS data after the June 1997 reporting period based on their TANF implementation dates.
Instructions:
States who have not submitted all of the required AFDC/JOBS data for reporting periods prior to July 1997 should do so immediately. States required to report AFDC/JOBS data for months between July and December 1997 should report the required data within the time frames specified for those reports. We note that due to system consolidation of computer centers in the Department, we were required to move our system operations and applications to the National Institute of Health Computer Center. In addition, we will no longer be connected to the National Integrated Quality Control System (NIQCS) after November 1997. These system changes have the following impacts. As of September 1997, we no longer have the capacity to receive electronic transmission of the JOBS 108 data. States that are required to submit 108 data will need to create a transmission file, download the data to disc or tape, and send the information to us. States required to submit AFDC recipient characteristics data (ACF-4357) can continue to transmit that data through the NIQCS until November 28, 1997. After that date, States will need to create a transmission file, download the data to a disc or tape, and send the information to us. The data disc or tape should be sent to:
